The article first gives an overview over the early history of statistics in politics, and then zooms in on the first attempts at establishing a nationwide agrarian statistics in pre-revolutionary France. Attention is given to the obstacles as well as to the long-term successes in standardizing and quantifying agrarian productivity. The corresponding learning experience, both in terms of concepts and practice, was a condition for the institutionalization of statistics in the early nineteenth century. It had its roots in the secular-utilitarian agenda of "enlightened absolutism" and its focus on a systematic and state-sponsored relaunch of the national economy.

La ville de Görlitz est différente à bien des égards des cités du Sud et de l'Ouest du Saint-Empire, jusqu'alors privilégiées par la recherche. Celles-ci se caractérisaient par un large consensus politique et leurs conseils légitimaient leur gouvernement en répondant aux demandes des bourgeois en matière de justice. À Görlitz, un conseil de ville élitiste gouvernait sans accorder de participation aux corps de métier et sans être directement responsable devant les bourgeois. Par conséquent, il ne se souciait pas d'adapter ses normes juridiques afin de créer des instruments flexibles et efficaces de contrôle social, mais préservait au contraire les procédures sclérosées du vieux droit saxon.Il en résultait une faible efficience dans l'endiguement de la violence.Les archives judiciaires montrent que les conflits du quotidien étaient moins ritualisés et plus ouvertement violents que dans d'autres villes. On voit donc bien que, plus généralement, l'escalade des conflits d'honneur ne pouvait être contenue par des mécanismes informels,mais suscitait une demande de contrôle social formalisé de la part des communautés urbaines.

Résumé Pour comparer entre eux les États on commençait à utiliser, dans la deuxième moitié du xviii e siècle, des chiffres sur la population et sur la superficie, tirés des dénombrements ainsi que des nouveaux arpentages et ouvrages cartographiques. Bien avant l'« ère statistique » du xix e siècle, ce discours quantitatif devint aussi un argument politique : dans les négociations diplomatiques sur la réorganisation territoriale de l'Allemagne, achevées en 1803, autant que dans le débat public qui s'ensuivit, la superficie et la population étaient des critères centraux.

Long description: Die Geschichte des Begriffs »Politik« reicht bis in die Antike zurück. Seitdem hat sich seine Bedeutung vielfach gewandelt und ausdifferenziert. Was »Politik« bedeutete und was als »politisch« bezeichnet wurde, veränderte sich je nach der historischen Situation des Wortgebrauchs. An den Beispielen Deutschland, Frankreich, England und Russland untersuchen die Autorinnen und Autoren des Bandes diesen semantischen Wandel für die Zeit vom 17. bis zum 20. Jahrhundert. Die neue Politikgeschichte hat die enge Definition von "Politik" hinter sich gelassen. Die Autorinnen und Autoren des Bandes verstehen das Politische als einen dynamischen Kommunikationsraum, dessen Grenzen und Inhalte beständig ausgehandelt werden - durchverbale, symbolische und teils auch gewalthafte Kommunikation.
